Dear Colonial Secretary

A "semi-official" has seemed to some of us who signed

the letter of 24th November 1938 to the Hong Kong Government on the

subject of Widows' and Orphans' Pensions the best method of clearing

up a point still remaining. That letter from us was occasioned

by a Crown Agents' Circular dated 1st September 1938, and the

Circular (based on a Financial Resolution of the Legislative Council

in the Colony) informed us that the rate for the payment of certain future Widows' and Orphans' Pensions was altered from $1 equals

three shillings to the current rate.

We of course took the strongest objection to this

proposed action and have now received a further Circular dated

26 May 1939 from the Crown Agents informing us - incidentally in

rather curious terms that we now revert to the former rate of

$1 equals three shillings. But there is no word of the cancella-

tion of the Financial Resolution which was to change this rate to
